Animals should only be obtained from shelters or pounds that put forth a conscientious effort to find the animals' owner or a new adoptive home.
Also, quarantining procedures must include an examination of the animal for marks, tattoos or tags that would identify the animal's owner.
The institution should have a policy of returning animals to their owners whenever possible. A national tattoo registry is available online to help locate the owner of dogs with a tattoo.
