The Public Health Service (PHS), particularly the National Institutes of Health, has also reacted to public pressure regarding the care and use of animals in research. First, in 1972 they sponsored the writing of the "Guide for the Care and Use of Laboratory Animals" ( the "Guide") which outlines criteria for optimum animal care. This guide is used as a standard reference by the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC International) and on some subjects by the USDA.
