Administrators are responsible for initiating policy, providing financial and personnel support, and regularly participating in review of progress and problems of the animal care and use program. It is essential that the administration provide the veterinarian and the IACUC with sufficient staffing and an appropriate administrative arrangement to facilitate proper execution of their duties.
The designated Institutional Official is required to report annually to the USDA verifying institutional compliance with applicable regulations, and he or she must also report to the NIH if contract or grant funds are received. The institution, and possibly the administrator, are legally responsible for the status of animal care and use. The Institutional Official should certify to compliance only if compliance actually exists.
