The last classification is "problems that aren't problems." Animal care and research procedures about which you are concerned may be approved or acceptable practices. If there is really a problem someone may be working on a solution. Play it safe for the benefit of the animals and ask anyway.
You as a person who uses or cares for animals should express your concern and attempt to solve the problem at the lowest possible level. If there is no solution or explanation offered, then move to the next higher level of responsibility within your institution.
If you are in doubt, all questions and problems can be taken to the veterinarian, or the Chairperson of the IACUC and then to the Chief Administrator of the institution. In the vast majority of cases the problem will be solved within the institution and at the lowest possible level.
